New Independence County Senior Citizens Center Opens on Elm Street

Batesville, AR – This week, the Independence County Senior Citizens Center celebrated its grand opening at its new Elm Street location in Batesville, marking a significant milestone for the community’s seniors. The $3.5 million facility, funded primarily through American Rescue Plan Act (ARPA) funds, offers a modern space for socializing, entertainment, and meals, including the distribution of Meals on Wheels, honoring the contributions of the area’s retirees.

The journey to this opening began in 2022 when the Independence County Quorum Court, under then-County Judge Robert Griffin, approved ARPA funds to construct the center on land provided by the Batesville School District. Additional funding of $400,000 came from the Arkansas Economic Development Commission (AEDC), with support from the White River Planning and Development District team, including Jan Smith, Mitzi Poff Hargan, and Carrie McIntosh. A local fundraising campaign, led by Admiral Robert Carius (Ret.) and Center Director Selina Wallis, secured furnishings to complete the facility.

The project faced significant challenges, including a 17-foot elevation difference on the site that required moving and compacting approximately 40,000 cubic yards of fill—equivalent to 1,800 loads. The Independence County Road Department, led by Johnny Coles, executed this task efficiently, exceeding compaction requirements. “As I took the ceremonial first demolition swipe, it was clear this was a massive undertaking,” said County Judge Kevin Jeffery. “The Road Department made it happen with remarkable speed.”

The center’s completion is a testament to community collaboration. Contributors included site inspector Billy Mack of Miller Newell Engineers, the Batesville Water Department (David Justice), the Batesville Fire Department (Mark McCollum), and the Batesville School District (David Campbell). Additional support came from John 3:16 Ministries, which relocated to the new site, the White River Area Agency on Aging (Ted Hall), and Independence County Treasurer Bob Treadway, who ensured compliance with ARPA federal reporting alongside accounting firm Hughes Welch & Milligan Ltd. Local businesses, including First Community Bank, The Citizens Bank, Bob Connell, and Arkansas Radio, also played key roles, alongside countless volunteers and patrons.

“This center is for our seniors who have worked hard and made America the greatest country on earth,” Judge Jeffery said. “It’s a place for them to enjoy retirement, share meals, and build community.” Residents are encouraged to visit the center to experience its offerings and support its mission.

The new Independence County Senior Citizens Center is now open Monday through Friday from 8:00 a.m. to 2:30 p.m. at 920 Elm Street in Batesville.
