Batesville postmaster charged in child exploitation investigation

BATESVILLE, Ark. — The postmaster of Batesville has been arrested and charged with multiple felony counts following a child exploitation investigation, according to court records.

Raymond Lloyd Freeman Jr., 49, was taken into custody Jan. 5 after a judge found probable cause to charge him with nine counts of pandering or possessing material depicting sexually explicit conduct involving a child, a Class C felony under Arkansas law. His bond was set at $150,000, and he remains incarcerated pending further court proceedings in Independence County Circuit Court.

Freeman has served as the Batesville postmaster since 2014.

The investigation began in late October 2025 after a mandated reporter contacted the Batesville Police Department with concerns about inappropriate online communications involving Freeman and a minor. According to court documents, investigators obtained evidence indicating Freeman communicated with a 15-year-old girl through an online messaging platform beginning in late September.

Authorities executed a search warrant on Freeman’s cellphone as part of the investigation. Law enforcement later interviewed the minor, who was accompanied by her parents, and collected additional electronic evidence related to the case.

Freeman was interviewed by investigators in November after being advised of his rights. Court records indicate that electronic communications and images recovered during the investigation formed the basis for the charges.

Each of the nine felony counts carries potential prison time and fines if Freeman is convicted. A future court date has been scheduled in Independence County.

The investigation remains ongoing.
