Batesville, Ark. — The Independence County Sheriff’s Office (ICSO), in collaboration with Arkansas Probation and Parole and the Batesville Police Department, conducted a weeklong sex offender compliance check from August 18 to August 24, 2025, resulting in charges against three individuals for failing to comply with Arkansas’s sex offender registration requirements. The operation aimed to ensure registered sex offenders in the county adhered to state laws, enhancing public safety.

During the week of August 18, 2025, ICSO deputies, alongside state and local law enforcement, visited the residences of registered sex offenders in Independence County to verify compliance with the Arkansas Sex Offender Registration Act of 1997 (Ark. Code Ann. § 12-12-901 et seq.). This law requires offenders to register their addresses, employment, vehicles, and online activities, including email and social media accounts, with local authorities. Sheriff Shawn Stephens reported that the operation targeted a portion of the county’s registered sex offenders, focusing on ensuring accurate reporting and adherence to residency and notification rules.
The compliance check identified three individuals—Bradford Anderson, Rose Roberts, and Richard Hamric—who were charged with failure to comply with sex offender registration, a Class C felony punishable by 3 to 7 years in prison and fines up to $10,000. Two of the three also face charges for failing to update their driver’s licenses with their current addresses, a violation under Arkansas law. Sheriff Stephens noted that individuals with minor violations were given five days to update their information, and all but one complied. The ICSO did not disclose specific details about the nature of the non-compliance for Anderson, Roberts, or Hamric, citing ongoing investigations.

Arkansas law mandates that all registered sex offenders submit to risk assessments by the Arkansas Department of Correction’s Sex Offender Screening & Risk Assessment Program. Offenders are assigned risk levels (1 to 4), with Level 3 (high risk) and Level 4 (sexually violent predator) requiring public notification on the Arkansas Crime Information Center (ACIC) website. Certain Level 2 offenders, those 18 or older at the time of an offense against a victim 14 or younger, also appear on the ACIC registry. As of August 13, 2025, Arkansas has 20,068 registered sex offenders, with Independence County’s numbers contributing to this total.
Sheriff Stephens emphasized the operation’s role in public safety, stating, “These checks are part of ongoing efforts to ensure compliance and protect our communities.” The collaboration with Arkansas Probation and Parole and the Batesville Police Department reflects a multi-agency commitment to monitoring offenders and enforcing registration laws, which include restrictions on residing within 2,000 feet of schools, daycare centers, or parks for Level 3 and 4 offenders.
