Campaign Announcement: Susan Baxter Runs for Independence County Sheriff

BATESVILLE, Ark. — Susan Baxter, a longtime law enforcement professional and Independence County resident, has announced her candidacy for Sheriff of Independence County in the Republican primary election on March 3, 2026.

In her campaign announcement, Baxter stated she is running alongside her chosen chief deputy running mate, also a lifelong county resident. She highlighted her extensive career in corrections and law enforcement, including roles as a Sergeant and Lieutenant with the Arkansas Department of Corrections, Deputy Sheriff, Sergeant in multiple positions within Independence County law enforcement, and as the first full-time female officer for the Tuckerman Police Department.

Baxter emphasized additional experience in specialized areas such as domestic violence response, licensed private investigator work, statewide criminal background checks, and professional bail bondsman services. She described these roles as providing insights into public safety, accountability and community collaboration.

If elected, Baxter outlined five key priorities:

  1. Strengthening interagency relations with the Batesville Police Department, 16th Judicial District Drug Task Force, local school districts and the court system.
  2. Jail reform through improved training, staff retention and exploration of alternative incarceration methods.
  3. Fiscal responsibility via partnerships with Circuit and District Courts and the Quorum Court to seek grants and alternative funding.
  4. Employee retention and support to address staffing shortages while protecting taxpayer dollars.
  5. Constitutional law training for all county employees to ensure fairness and accountability.

Baxter described leadership as involving listening, protecting and serving with integrity, accountability and respect. She expressed commitment to building a safer future while honoring the county’s history since 1820.

“It would be the greatest honor of my life to serve as your Sheriff,” Baxter stated. “Together, we can build a future of trust, safety, and opportunity for Independence County.”

Baxter is challenging incumbent Sheriff Shawn Stephens in the Republican primary. She maintains a campaign presence on Facebook at facebook.com/Susan-Baxter-for-Independence-County-Sheriff.
