Army Corps Adjusts Services at Bull Shoals, Norfork Lakes Amid Staffing Shortages

Batesville, Ark. — The U.S. Army Corps of Engineers Little Rock District announced on Monday, May 12, 2025, that it will temporarily adjust services at Bull Shoals and Norfork lakes due to staffing shortages and safety concerns. The changes, effective immediately, aim to ensure visitor safety and maintain high-quality recreational experiences at these popular destinations, located just a short drive from Batesville.

According to the Corps, the adjustments are a proactive measure to focus limited resources on priority areas during the peak recreation season. “To address these challenges, the district is prioritizing efforts to maintain safe, high-quality experiences for all guests,” the agency stated in a release. Existing staff will shift their focus to core recreation operations, ensuring that parks remain accessible and well-maintained for visitors.

As part of the changes, the Mountain Home Project Office, which oversees operations at Bull Shoals and Norfork lakes, will reduce its operating hours to Tuesday and Friday from 8 a.m. to 4 p.m. Additionally, a temporary moratorium on Shoreline Use Permit requests, including permits for docks and vegetative management, will be in effect until October 1, 2025. These adjustments will allow the project office to allocate staff resources to support essential services during the busy summer months.

The Corps emphasized that these measures are temporary and subject to reassessment as conditions change or additional resources become available. “We are committed to providing safe and enjoyable experiences for all visitors to our lakes,” said a spokesperson for the Little Rock District. “As staffing levels stabilize, we will evaluate and adjust our operations accordingly.”

For Batesville residents and others in the region who frequent Bull Shoals and Norfork lakes for fishing, boating, camping, or other recreational activities, the changes may impact permit-related plans or office visits. Visitors are encouraged to plan ahead and check for updates before traveling to the lakes.
