Former Lowell Police Officer Only Gets 120 Days/Probation For Sexually Assaulting Minor

FAYETTEVILLE — Former Lowell Police Officer Roy E. Mitchell, 46, pleaded guilty to three counts of second-degree sexual assault, according to an announcement by Arkansas State Police on Friday.

The guilty plea was entered in Washington County Circuit Court on November 8. Mitchell was sentenced to 120 days in the Washington County Detention Center, followed by 20 years of probation. He is also required to register as a sex offender and must surrender his law enforcement certification.

Mitchell’s arrest stemmed from an investigation initiated by the Arkansas State Police Criminal Investigation Division on September 22, 2023, after a report was made to the Crimes Against Children Division Hotline. On October 5, State Police arrested him on two counts of second-degree sexual assault, and he was subsequently placed on administrative leave by the Lowell Police Department.

Mitchell’s sentencing marks the conclusion of this investigation by Arkansas State Police.
